## Basics

**Q: What is a CIBRC import permit?**
 Permission from the Registration Committee of CIB&RC to import a substance listed under the Insecticides Act, 1968 for a non-insecticidal, industrial purpose. Customs checks it before releasing the consignment.

**Q: Why does an industrial chemical need a pesticide regulator's permission?**
 Because the same substance can be used as a pesticide. The permit ensures that material declared for industrial use reaches a genuine manufacturing process and does not enter the pesticide market.

**Q: Which chemicals need a CIBRC import permit?**
 Any substance in the Schedule to the Insecticides Act imported for non-insecticidal use. Common examples are boric acid, sodium and potassium cyanide, DCOIT, IPBC, zinc pyrithione, thiourea, nitrobenzene and branded preservative ranges. **Q: Is an import permit the same as pesticide registration?**
 No. Registration is for products sold or used as pesticides. An import permit is for industrial use and does not allow resale as a pesticide.

## 2026 rules, fees and timelines

**Q: What changed for import permits in 2026?**
 The Insecticides (Third Amendment) Rules, 2026 (G.S.R. 597(E), 8 July 2026) added Chapter III-A to the Insecticides Rules, 1971, introducing Form IA, a prescribed government fee, a 45-day target for decisions and defined validity periods. A public notice dated 6 August 2026 directed applicants to the new form.

**Q: What is the government fee for a CIBRC import permit?**
 The government fee prescribed with Form IA is ₹5,000 per application, payable to the authority.

**Q: How long does it take to get a CIBRC import permit?**
 A complete application is to be decided preferably within 45 days, extendable by up to 15 days. The guidelines also refer to processing within about 4 to 6 weeks depending on the Registration Committee meeting.

**Q: How long is the permit valid?**
 Generally one year. Three years where the applicant holds registration for the pesticide the imported material is used to make.

**Q: What is the 30% rule?**
 Where the proposed import quantity exceeds the average of the last three years' consumption by more than 30%, detailed justification from the nodal Ministry, Department or State Department of Industry is needed for the extra quantity.

**Q: Are reference standards exempt?**
 Yes. Unit packs of 5 grams or less of certified reference material or reference standards do not need an import permit.

## Documents and eligibility

**Q: What documents are required for a CIBRC import permit?**
 Form IA details on the applicant, premises, chemical, purity, source, product made, function and percentage; industrial or factory licence; installed capacity; pollution control consent; three years of import and consumption data; an affidavit supporting the quantity; a not-for-sale declaration; an Industrial Health & Safety storage declaration for domestic use; and export details where relevant.

**Q: Can a trader apply?**
 Form IA is designed for actual users with manufacturing premises and capacity. A trading business without a facility will struggle to meet it.

**Q: We are a new unit with no consumption history. Can we apply?**
 Yes, but support the quantity with capacity, formulation and production plans, and expect closer scrutiny.

## Customs and after the permit

**Q: What does customs check on the permit?**
 That it is valid on the date of import, that the chemical matches, and that the material comes from the source named (and through the named supplier, if any).

**Q: What is the procedure for purchasing from a new supplier?**
 Apply for a change of source (https://importpermit.in/change-of-source-in-import-permit/) before shipping.

**Q: What is the procedure where goods are held at the port?**
