**In short:** Pesticide registration in India is granted by the CIB&RC Registration Committee under Section 9 of the Insecticides Act, 1968. Section 9(3) covers products new to India, Section 9(4) covers products already registered by another company, and Section 9(3B) allows provisional registration in specified cases. Registrations are issued for technical or formulation, by import or indigenous manufacture.

## Which section applies?

| Section | Used for | What it involves |
|---|---|---|
| 9(3B) | Provisional registration | Commercial activity permitted for a limited period while the full data package is evaluated, in specified cases. |
| 9(3) | A product new to India | A complete dossier on chemistry, bio-efficacy, toxicology, residues, packaging and labelling, generated to Indian guidelines. |
| 9(4) | A product already registered by others | Registration on the basis of equivalence with the registered source, with the data the guidelines require. |

## How does this link to import permits?
A registrant that imports a scheduled substance as a raw material for its registered pesticide may qualify for a three-year import permit under the 2026 Rules, instead of the usual one year.

## Frequently asked questions

**Q: How long does pesticide registration take in India?**
It depends on the route and data completeness. A 9(4) file with complete data moves far faster than a 9(3) new molecule, which usually needs Indian trials over one or more seasons.

**Q: Can an importer register a formulation without an Indian factory?**
Yes, under the FI category, subject to the applicable data and documentation.
