To get a CIBRC import permit, confirm the chemical is scheduled and your use is non-insecticidal, complete KYC on the CIB&RC online portal, prepare Form IA with capacity, consumption and licence evidence, file it with the prescribed government fee, respond to any inquiry, and download the permit once the Registration Committee approves it.
1. Is your chemical scheduled?
Check the substance name and CAS number against the Schedule to the Insecticides Act and against common permit products such as boric acid, cyanides, DCOIT, IPBC and zinc pyrithione. For branded preparations, check the actives. Our product list is a starting point.
2. Complete KYC on the portal
First-time applicants register the business on the CIB&RC online portal and complete Know Your Customer verification. Requirements depend on whether you are a proprietorship, partnership, LLP or company.
3. Prepare Form IA
Collect your industrial or factory licence, pollution consent, installed capacity, three years of year-wise import and consumption with final-product output, the MSDS and source details. Draft the affidavit and not-for-sale declaration, and arrange the Industrial Health & Safety storage declaration for domestic use. See the document checklist.
4. File and pay
Submit Form IA online with annexures and the prescribed government fee of ₹5,000. Check that chemical name, grade, quantity, source and end use are identical everywhere.
5. Scrutiny and decision
The Secretariat examines the file and the Registration Committee may inquire into it. A complete application is to be decided preferably within 45 days, extendable by 15.
6. Download and share
The permit appears in your portal login. Send it to your customs broker before the goods ship, and diary the expiry date.
Common mistakes
- Shipping before the permit is issued
- Requesting more than 30% above average without justification
- Naming a trader as source when a different company manufactures the material
- Letting the permit lapse while goods are at sea
