A CIB NOC is a clarification or no-objection sought from CIB&RC where customs requires confirmation whether an imported product is covered by the Insecticides Act. It applies to products that are outside the Act or whose status is unclear; if the product is covered, an import permit or registration is needed instead.
When does an NOC help?
- A shipment is held because its description resembles a scheduled substance
- A formulation contains a scheduled chemical in a form the importer believes falls outside the Act
- A finished or treated article, such as a preserved product, is questioned at the port
- A buyer or bank wants written confirmation of regulatory status
What does customs check on a permit?
According to CIB&RC's checklist for customs, officers check that the certificate or permit is valid on the date of import, that the material originates from the source named, and, where a supplier is named, that it has come through that supplier. A mismatch on any of these can hold a consignment even when a permit exists.
